Why do you need fluorescent paint?
If you want to organize a glow in the dark party (also called a neon party) or if you want to enliven fabric, metal, plastic or wood creations with a glowing effect, you will need glow in the dark paint.
It comes in various formats. You can either buy ready made glow in the dark acrylic paint, in traditional bottles or in squeeze / pen-shaped bottles OR buy pigment powder and blend it with a clear clean medium (acrylic paint, glue, epoxy resin, plastic resin, nail polish,…).

Frequently asked questions about fluorescent paint
It usually depends on the time you’ve let it being charged by light. It also depends on the kind of light you’re using. Black light / UV light works much better than traditional lamps or sunlight. You can also get a permanent glowing effect if you constantly apply UV light to glow in the dark paint.
Well, yes it works, otherwise it would not be available for purchase. But of course you have to follow the guidelines when applying glow in the dark paint to any surface. Some surfaces work better. And you will achieve a better glowing effect if you’re painting on clean white / light color surfaces. As explained in the previous answer, you also have to charge the paint with proper UV light to maximise the neon rendering.
There are two potential reasons for that. The first one is that you may have applied the paint on a dark surface, it’s not advised, prefer white or light color surfaces. The second one is that you haven’t charged the paint with UV light or the effect has just dissipated after a while. In this case, you need to recharge the paint OR apply a permanent UV light source for best results.
You will still see the painted area but, as the name implies, glow in the dark paint is supposed to glow… in the dark, for maximum contrast between the painted surfaces and the rest of the material.
It depends on the paint you’re using. If you use water-based acrylic paint it must be varnished over when used outdoors. Otherwise it won’t stand the rain.
